Cooperation between Public Prosecutors Offices
the challenge of regulation in the light of public governance principles
Keywords:

This paper sets out to reflect on the arguments and practices that underpin cooperation between Public Prosecutor’s offices as an instrument for protecting rights. Based on contemporary procedural doctrine, it reproduces a re-reading of the principle of the natural judge, in the light of the principle of adequate jurisdiction and the theory of institutional capacities, applying this re-signification to the natural prosecutor to support the idea of adequate attribution and understand the possibility of consensual management of attributions through cooperation between Public Prosecution´s offices. However, based on the principles of public governance, it seeks to highlight the need for specific regulation of institutional control criteria and mechanisms aimed at preventing arbitrariness and promoting social control.
