Abstract

Brazilian law has been developing a system for the formation and application of mandatory precedents in the administrative sphere. The quality of the administrative precedent is highly dependent on the breadth of the debate. The dogmatic possibility of amicus curiae intervention in Brazilian administrative proceedings is defended, based on the application of article 15 of the Brazilian Civil Procedure Code.
